Adding a comment when rejecting a cost

There has been added an option to add a comment in case of rejecting the cost. This comment is visible in the acceptance tab and is added as a note in the ticket. Adding a comment is also possible via email, without the need to log in to the application, or using a mobile version of Singu FM.
