Hiding owners from the new ticket creator

The next new privilege added to Singu FM is the ability to hide selected users from the list of owners when creating a new ticket. So far, all persons assigned to complexes were visible in the list. Added permission enables to hide those users who need to have access to Singu, but do not participate in the operational processes. After disabling the new permission (Ticket/OwnerPerson), specified users will not be visible when creating a ticket.
