Limiting the addition of checklists without the selected complex

A separate privilege (Inspection/ChecklistNoComplex) has been added. In case this permission is disabled, it is required to enter at least one complex while adding or editing a checklist. Previously, each user with access to the checklist (Inspection/ChecklistAccess) could create a checklist not assigned to the complex. Such checklists were displayed to all users to choose from.
