Disabling the possibility of generating the inspection report when status is other than closed

By adding a new application setting, it is now possible to block the option to generate inspection reports as long as the inspection has a status other than "Closed". After activating the setting, the user will be able to generate the protocol only in already performed inspections, with the status changed to "Closed".
